DOT Better Utilizing Investments to Leverage Development (BUILD)

Project Summary

Previously known as the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant, the Better Utilizing Investments to Leverage Development (BUILD) program was established under the American Recovery and Reinvestment Act of 2009. It provides funds for infrastructure projects that have a significant impact on local or regional communities. This could be highway/bridge projects, public transportation improvements, port infrastructure improvements, and more.

TBEC helped the QTU prepare a RAISE (now known as BUILD) grant application for funds to construct a new dock in Iliuliuk Bay, Dutch Harbor and additional upland area to increase terminal capacity at this site. This would allow the terminal to accommodate both barge operations and ocean-going vessels at the same time, increasing efficiency, reliability, and safety of operations at the Dutch harbor terminal.

TBEC conducted client meetings to learn about the project, why it is important to the community, and what the community hopes to achieve with the completed project. Additional research was also conducted to support the application. Overall, the process took two weeks from start to finish, including client meetings, research, and drafting. The QTU, along with 166 other applicants, were awarded funds out of a highly competitive nationwide pool.
