USFWS Zoonotic Disease Initiative (ZDI)

Project Summary
The US Fish and Wildlife Service’s Zoonotic Disease Initiative was authorized under the American Rescue Plan in 2021. In 2022, it provided around $9 million to states and Tribes to address wildlife disease outbreaks through early detection, management and research, and rapid response. In 2023, another $9 million was awarded.

The Qawalangin Tribe of Unalaska requested funds from the ZDI to create a Wildlife Health Management Plan for managing Avian Flu on the island, as well as training Tribal members on proper disposal techniques to minimize its spread and training medical professionals to identify Avian Flu in people. TBEC was brought on to help develop the grant proposal.

To draft this proposal, TBEC conducted client meetings to get a sense of what the community wanted to achieve with any funds received from the ZDI. TBEC also gathered additional information to further support the proposal, including information about Avian Flu and subsistence use trends in Unalaska. In addition to the proposal drafting, TBEC also completed necessary forms to be turned in alongside the proposal, and created a budget narrative that clearly showcases how much funds were being requested and where the funds would be applied over the course of the project.

All this work took TBEC about 3 weeks to complete and resulted in a completed grant application package (proposal, budget narrative, completed forms). The QTU was one of 10 applicants awarded in 2022 from a nationwide pool.
