COMMUNITY IMPACT STATEMENTS (CIS)

Address the gaps between changing conditions, available data, and the needs of the DoD. The CIS generates actionable data to support military assessment of mission assurance, population vulnerability, and resilience disruptors, including disasters from slow-onset and extreme events across various environments. A CIS addresses the impact of the environment and changing conditions on existing or new developments, assets, or infrastructure, including infrastructure, energy, hydrology and ecosystem services. 

INTEGRATED COMMUNITY ADAPTATION AND RISK IMPACT STATEMENTS (ICARIS)

Fit-for-purpose, addressing the needs specific to DoD operations and missions at each location. ICARIS incorporates local data and knowledge to generate a mission-focused decision support framework that provides actionable, forward-looking intelligence on environmental risks to installations, infrastructure, supply routes, and mission-critical systems. ICARIS also identifies and evaluates potential management options and evaluates the success of the selected actions in increasing resilience and sustainability while reducing future monetary and social losses and maintaining National Defense Readiness.

REAL-TIME THRESHOLD ANALYSIS

ICARIS is a foundation for detecting risks and hazards in real time using in-situ data monitors to identify changes in DoD-identified thresholds. ICARIS data and outputs can be used to adapt ground-based and modeled environmental indicators to generate near-term and seasonal probabilities of disruptions to national defense readiness, with outputs that are usable, interpretable, and aligned with real-world decision timelines.

UNMANNED AERIAL VEHICLE & DATA COLLECTION

Data collection with centimeter-level positional accuracy, processed to produce orthomosaics, elevation models, and detailed 3D surface visualizations suitable for analysis and integration with larger datasets.

TBEC can receive direct awards and grants without additional Federal procurement through the following mechanisms:

  • TBEC is an 8(a) certified company that has an approved Federal General Services Administration (GSA) Multiple Award Schedule contract (contract # 47QRAA26D000E). Under this contract, we have been approved for sole-source contracts. Our GSA labor categories are 541370GIS, 541611, 541620, and 541715.​

  • TBEC also non-compete privileges due to our National Science Foundation (NSF) Small Business Innovation Research (SBIR) Phase I & II awards pursuant to FAR 6.302-5, and authorized under 10 U.S.C. 2304(b)(2) or 41 U.S.C. 3303(b). The competition for SBIR Phase I and Phase II awards satisfies any competition requirement of the Armed Services Procurement Act, the Federal Property and Administrative Services Act, and the Competition in Contracting Act.
