Environmental Risk Intelligence for State, Regional, and Community Levels

Decision-Ready Analysis for Small, Mid, and Large Cities, Tribal Corporations, and Native-Owned Enterprises

Business Planning and Investment Protection

Changing environmental conditions act as a threat multiplier, posing significant challenges to city planners, Departments of Transportation, Emergency Management Agencies and Natural Resources Agencies.  TBEC stands at the forefront of addressing these challenges by increasing infrastructure reliability, decreasing operational risks, and improving city and community services under these shifting circumstances.

The Impacts of changing conditions are occurring globally across all business sectors affecting people in various degrees from large cities to small remote communities. Understanding risks at the regional and local level is becoming increasingly important. Proactive investments of $1 in disaster preparation and economic investment saves $13 in economic costs, damages, and cleanup, significantly reducing costs after an event (U.S. Chamber of Commerce (2025), 2024 Climate Resilience Report, IEM (2025). Communities cannot alter the timing and magnitude of weather patterns, but they can complete proactive actions that will reduce the effect of those events, which are critical for State, Regional and Community Planning and Investment Protection.

“The most impressive aspect of the project was the engagement of the Indigenous community, from the project design stage through the implementation and feedback stages.  The project can serve as a model for making stakeholder input a central piece of a vulnerability assessment. "
